The revolutionary impulse is channeled into a time-certain election cycle that favors short-term planning. Institutions devoted to long-term functions must bend to compromise with short-term thinking in order to retain Political Will, without which nothing can be done whatsoever. The animal that results is usually more devoted to rent-seeking behavior, until the severity of an issue demands results. This may be why democracy is the worst possible government with the exception of all others.
